Chloé Brandt, an admitted Legal Practitioner of the High Court of Namibia with an LLB from Rhodes University and an Executive Master’s in Business Administration, has built her career on advancing social justice, human rights, and equitable development. As a legal officer at the Legal Assistance Centre (LAC), she leads the Social Justice Project, where she combines litigation, legal research, and policy analysis to achieve systemic change. Her work has delivered tangible outcomes, including a landmark settlement in a medical negligence case against the Ministry of Health & Social Services, as well as ongoing high-impact litigation that is reshaping accountability in Namibia’s public healthcare system.

Chloé’s impact extends beyond the courtroom. She has conducted legal literacy workshops for marginalized communities, equipping them with the tools to assert their rights, and has represented these communities at national and international policy forums. Most notably, she spoke on two panels at the Global African Hydrogen Summit 2025, advocating for governance transparency and inclusivity in Africa’s green hydrogen economy. Her growing contributions to African legal scholarship, including co-authoring a publication on AI, image rights, and IP law, demonstrate her commitment to placing African perspectives at the center of global debates. Chloé exemplifies how law, when paired with courage and vision, can transform lives—making her a deserving recipient of the NGO Legal Impact Award.

Over the past two years, Chloé Brandt has delivered measurable legal and advocacy impact across litigation, policy reform, and global representation:

  • Medical Negligence Case Victory: Successfully represented the parents of Theonistar Naris in a landmark case against the Ministry of Health & Social Services and the Government of Namibia. The case, which began in 2018, was finally settled, bringing closure to the family and drawing public and institutional attention to systemic issues in Namibia’s public healthcare system.

  • High-Impact Litigation & Advisory: Currently represents Cornelius and Dazenda Van Wyk in a N$4 million medical negligence claim against Swakopmund State Hospital, holding both the Ministry of Health and the attending doctor jointly liable. This case is poised to influence future standards for state accountability in healthcare.

  • Policy & Legal Reform Engagement: Through the Legal Assistance Centre’s Social Justice Project, conducted legal research and policy analysis on human rights safeguards in Namibia’s energy transition. Her work ensures inclusive policy development by centering rural and indigenous communities’ rights in green hydrogen and renewable energy projects.

  • Community Empowerment: Facilitated legal literacy workshops and consultations across Namibia, directly engaging dozens of community members in resource-rich but historically marginalized areas. These sessions equip communities to assert their rights in relation to land use, mining, and energy projects.

  • Global Representation & Thought Leadership:

    • Invited speaker and panelist on two technical sessions at the Global African Hydrogen Summit 2025, focusing on governance, inclusivity, and fair access.
